Town of Stark ‘s Committee on Energy Planning and Information has resources and have hosted meetings.
Soul of the Kickapoo is a grassroots organization whose mission is to promote efficient and responsible management of electrical power for the public good, while protecting the natural, social and economic environments and citizens of South West Wisconsin. Visit their website at: www.soulofthekickapoo.org
Before June 1, 2011, write a letter addressing the need for the project —not concerns about siting or negative property value ramifications.
Download “Committee – Town Visit Handout.pdf” here.
The claims in red ink on the handout are taken from ATC’s web site word for word. The claims are essentially “certification of need” arguments that ATC will have to make to the Public Service Commission of Wisconsin in order to get a permit to build the Badger Coulee line.
Choose a claim from this sheet and ask American Transmission Company to provide you with information to reinforce and document their claim.
For example, ATC says the Badger-Coulee line would help Wisconsin meet its renewable energy law mandate, but they don’t provide any details. They don’t describe the exact geographic locations of the renewable energy generation plants, their type, how much power they produce and what percentage of the electricity passing through the Badger-Coulee line would be guaranteed to be from renewable energy sources soon after it is complete and after 5 years of operation.
Pick one of the claims from this sheet and ask ATC to reply in writing to you.

If ATC phones you, tell them you prefer that they put the answer in writing as you requested in your letter. If they refuse this suggestion, tell them they will need to talk slow because you are going to take notes to look at later when you have more time to think about their answers. Be sure to get their name.
Send an email to yourself to document who called, when they called and what they said. Be factual in that email.
Pick an answer or two from your notes that you’d like to learn more about and ask them to explain more about it/them in a new letter. Send the new letter/copies to the same addresses/docket number as above.
Badger Coulee Transmission Line
The Badger Coulee Transmission Line is a 150-mile 345kV transmission line that would run from north of La Crosse to northern Dane County.
A 345kV line is the largest type permitted in Wisconsin. Its towers would be 140-160 ft. high.
American Transmission Company (ATC), a for-profit company owned by participating utility companies, has proposed this La Crosse-Madison corridor.
